A brief summary of legislation passed by the 2009 General Assembly that is of interest to the citizens of Virginia and is likely to have an impact on their daily lives. The legislation has been signed by the Governor and most is due to go into effect on July 1, 2009. The summaries were prepared by the staff of the Division of Legislative Services.
“ All laws enacted at a regular session, . . . excluding a general appropriation law, shall take effect on the first day of July following the adjournment of the session of the General Assembly at which it has been enacted.” – Constitution of Virginia, Article IV, Section 13
