Frank is a recent graduate of George Mason University and new father. He is well known in the Democratic community in Northern Virginia and across the Commonwealth as a hard-working, technologically proficient, grass-roots oriented and committed Democrat. Frank has been involved with many, many campaigns and has been an important leader in The Brigades. A long time Fairfax County resident, Frank is most recently Vice Chair of the Springfield District Democratic Committee and Co-Chair of the George Mason University Democrats. He is also the Legislative Chair of the Fairfax County Federation of Citizens Associations.

“Democrats have led the way for Fairfax County to have one of the best public school systems in the country,” proclaimed county Democratic committee chair Rex Simmons. “Voters in November’s general election are going to be pleased with the exceptional education leaders we are endorsing for the school board.”

llryong Moon, seeking his fourth term on the school board, received the most votes of six at-large candidates and the only endorsement on the initial ballot. Moon, an attorney who lives in Fairfax, told the audience about how his experience of 12 years on the board would be helpful to the work of the board which expects to have at least 6 new first-time board members after the election this year. Moon, a former ESL student and a father of two graduates from FCPS, is a living example of the American dream and what our public education can do. His family was very poor in Korea and immigrated to this country for a better future in 1974 when he was 17.

Glassman, also an attorney with experience on Capitol Hill, has been a school activist from Falls Church, and is a mother of a child in the FCPS. Velkoff, a computer software engineer, is a former president of the Chantilly High School PTSA. His two daughters are graduates of Chantilly High School and South Lakes High School.

The current School Board members’ terms expire on December 31, 2011.

The Fairfax County School Board is charged by the statutes of Virginia and the regulations of the Virginia Board of Education to provide and operate the public schools of Fairfax County. It is the function of the Board to set general school policy and, within the framework of Virginia Board of Education regulations, to establish guidelines that will ensure the proper administration of the county school program.

This election of school board members is required by law to be non-partisan (§ 22.1-57.3(E)).  This means that no candidate for school board may be nominated by a political party.  The endorsement of a non-party candidate by a political party is permitted.

2011 Fairfax County School Board candidates seeking the endorsement of the Fairfax County Democratic Committee (FCDC) have the following documents and guidelines for the endorsement process (see below, or click here for all the files in one package). It is the prerogative of the Committee to endorse a candidate for office, but not required.

As a valid candidate the application and filing fee for endorsement for District candidates is due April 28th, and for At-Large candidates is due April 1st. The full Committee will vote for endorsement at the May 24th FCDC General Membership meeting. Local committees have until May 20th to complete their respective endorsement process.

The Lee District Democratic Committee will finalize our endorsement process at our February 24, 2011 regular monthly social and meeting, and vote for endorsement at our April 28, 2011 regular monthly social and meeting. Only current members in attendance may vote (per Party Plan no proxy voting is allowed, i.e. you must be present to vote). If selected for endorsement, a candidate for School Board for Lee District would be brought to the full Committee for majority approval at the May 24th FCDC General Membership meeting.

FCDC general membership meetings are held the 4th Tuesday in January, March, May, July, September and November – usually at 7:30 pm.

The January 2011 meeting will be held Tuesday, January 25th, at 7:00 pm, at George Marshall High School (7731 Leesburg Pike, Falls Church, VA 22043; map, click here).

Due to the State of the Union Address (SOTU) at 9:00 pm, we will be meeting at an earlier time: 7:00 pm, and adjourning earlier for a State of the Union Watch Party at Velocity Five Sports Bar (8111 Lee Highway, Falls Church, VA 22042; map: click here).

At the meeting we will be electing a new Recording Secretary. If you are interested in running for the position, please contact FCDC Chair, Rex Simmons at rexsimmons@gmail.com. We will also be accepting nominations from the floor.

• FCDC members will now include elected DNC members in Fairfax,  and Democratic members of the Electoral Board and Registrar’s office [Article III, Section 1.]
• formation of a two new Standing Committees for Education, and Personnel (Standing Committees do not have a vote within Steering Committee) [Article VII, Section 1.] – note that per Article IV, Section 11., “The Steering Committee shall prepare a document describing the authority and responsibilities of the elected officers and Standing committees.”
• State Affairs and Local Affairs combined into one committee State and Local Affairs Standing Committee [Article VII, Section 1.]
• notification is no longer required to be published in The Democrat, but rather may be published electronically (email, web site, etc.)
• the appointed Parliamentarian and Counsel will no longer serve the Steering Committee in these appointed roles [Article VII, Section 16.]
• decision for Steering Committee to hold a closed session reduced from two-thirds of all members to two-thirds of members present [Article VIII, Section 9. (b)]
